Violation of Statutes

I would be most grateful if anyone could provide either case law,
documentation of truism, or state or federal code that documents that if
an agency in its initial hearing or peer review processes violates fair
procedure law or statutes, then the agency's later hearings cannot
stand? If possible, please answer also to: leonardspogg@hotmail.com.
Thanks very much!
