Ringtones and the law (UK)

A friend wants to set up a business making ringtones available either by
download or by ringing a number on a website to place an order by
credit/debit card. The ringtones would not just be sounds, but excerpts
from songs, some with lyrics and some without. Where do they stand legally,
especially where royalties are concerned? They have heard something along
the lines of royalties not being due for music clips under a certain length
but can't seem to find proper information about it. Any advice or links to
further information you can give would be appreciated.
