I am getting harassed by an ISP- CoreComm. They have denied my request to
cancel service(No contract) , one rep told me he had cancelled per my
request(lied) yet they keep this old dormant account open. Now are calling
me threatening to "Damage" my good credit ! Can I bill them for my time
wasted dealing with their incompetence and fraud? Who can I report them
to. They are out of Michigan and I live in Wisconsin

No government agency regulates ISP's. If this is simply a case of
their trying to collect a debt you don't owe, then you have no
valid case against them unless they violate the Fair Debt
Collection Practices Act. You can look that up on the internet
and decide whether they have violated it. Regardless of that
approach, your best defense is to stop wasting you time dealing
with them. If they improperly report the debt to the credit
reporting agencies, you can do things about that. But if you
drive yourself crazy talking to them and writing to them and
responding to them, it's your own fault, and doesn't create any
lawsuit.
