Full text of a recent memo with key material on the background of rogue Federal Judge Robert E. Payne, who faces resignation or impeachment in the Patricia Cornwell bribery scandal: To All Members, Judicial Conduct and Disability Act Study Committee "Rehnquist Judicial Ethics Panel" Supreme Court Justice Stephen G. Breyer, Chairperson Judge Sarah Evans Barker, Senior Judge Pasco M. Bowman, Judge D. Brock Hornby, Sally M. Rider, Judge J. Harvie Wilkinson; copy to Chief Justice William H. Rehnquist 6 October 2004 October Update on Bribery Scandal of Rogue Federal Judge Robert Payne - The wealthy criminal Patricia Cornwell - who funded the main Judge Payne bribery scandal - has a documented 12 year history of also giving gifts, money, and bribes to Virginia FBI agents - So FBI reports on Judge Payne's actions are likely tainted as well by Cornwell's bribery, her many FBI agent "friends" in Virginia - Other scandals with evidence of fraud or bribery involving Judge Payne - Judge Payne shows his own guilt with his protection of his criminal pal Thomas Roberts, and their fake "First Amendment charity foundation" Way back in 1999, journalist Joseph Farah of WorldNet denounced Judge Payne as: ". . . one of those judges who believes his powers are virtually limitless. He no doubt sees himself in a godlike role -- way above the fray of responsibility and accountability to ordinary people or the U. S. Constitution . . . this is an evil man, with either no respect for the law or no knowledge of it." There is no need to repeat here the well-known proof of Judge Robert Payne's fraud and misconduct in the bribery and extortion with Patricia Cornwell and her lawyers. This committee does need to understand, though, that Patricia Cornwell's life of criminal activity, also includes a documented 12 year history of giving gifts, bribes, and money to buy influence among Virginia's FBI agents. Cornwell also had a lesbian affair with a married Virginia FBI agent, and even the FBI itself has named Cornwell as a recipient of stolen FBI documents. These facts are well documented in published articles and in court records. Even FBI agents themselves give interviews talking about how they do favors for Cornwell. You can read on the internet the new "Patricia Cornwell Biography: Crimes, Bribery, Scandal and Mental Illness", to see the details of Cornwell's history of bribery and buying influence among FBI agents. This is at the www.drlessachs.com website and at numerous other internet locations. This history of FBI bribery means that any so-called "FBI reports" passed to this committee on Judge Payne and his friends, must be considered as likely tainted by Cornwell's bribery, just like Payne himself is tainted. Cornwell has bragged publicly that she can get away with murder, thanks to her bribery and political connections. A Cornwell motive to spend a half million dollars in the scheme of bribery with the hilariously corrupt Judge Payne, was to show off her power. It was a thrill for her to buy a federal judge like Payne and have him pervert the U.S. Constitution at her request. Judge Payne's bribery scheme with Patricia Cornwell is sufficient grounds for his resignation and impeachment. But there are other scandals involving him as well - the committee should realize that this is not an isolated case of corruption with Payne. For example, there is Judge Payne's misconduct in the Rambus - Infineon litigation, well documented on the web, where Judge Payne is widely denounced as a bribed, corrupt "on the take Jake". Infineon hired as their lawyers, Judge Payne's "good ol' boy" friends at the Richmond, Virginia law firm of McGuire Woods, where Judge Payne himself worked from 1971 to 1992, and where Judge Payne maintains ties and friendships. Judge Payne's conduct in this case is pure farce, issuing multiple absurd rulings against Rambus that are regularly overturned. More tragically, another scandal involving Judge Payne, is his staging of a trial where Payne sentenced a completely innocent French citizen, Leonel Cazaco, to life in prison on a murder charge - even though someone else had already confessed to the crime! This trial in Payne's court also violated international law, as the government of France was not notified that their citizen faced trial and execution under Judge Payne's grim power. Payne assigned "lawyers" to Mr. Cazaco that not only hid the murder confession by someone else from the court record - the "lawyers" Payne had assigned, even hid this information from Mr. Cazaco himself during the trial. In light of the fact that Mr. Cazaco was completely innocent, Judge Payne graciously sentenced Mr. Cazaco to only life in prison instead of execution. This trumping-up of a murder charge against Mr. Cazaco amid high publicity, was a career-builder for some Virginia lawyers in the good ol' boy network, and so they all went ahead with convicting Mr. Cazaco even though everyone had realized he was innocent. Mr. Cazaco is still in prison, and this case has the potential for highly embarrassing damage to the U.S. image in Europe. The 4th Circuit Appeals judges have been completely ignoring the Appeals that establish Mr. Cazaco is innocent. Very clearly, if Judge Payne was innocent of bribery in the Cornwell scandal, he would be the first one advocating the criminal prosecution and disbarment of his friend Thomas Roberts, for the fraud of the phony "First Amendment charity foundation". But since Judge Payne is himself a partner in this fraud, he praises and protects the criminal Roberts, thus showing his own guilt. It's time for the 4th Circuit, and this committee, to stop playing footsie with this corrupt rogue Judge Payne. In 2005 there will be nationwide television broadcasts on Judge Payne and the Patricia Cornwell bribery - why not pull the plug on him now, rather than later?
