II. There is great anxiety here over Mrs. Hassan the Director of CARE.
Her death would of course be the operational starting gun, but some
here are very worried that she may be released prior to Fallujah. It
is essential that we remove all international aid workers so that
there are none to learn about and report the high numbers of civilian
casualties we anticipate... which we will of course report as
negligible. I don't think those who kidnapped Mrs. Hassan realize what
a tremendous favor they did us. It's almost as if the some of the
kidnappers are working on our side. With the UN and CARE gone, and
American journalists directed elsewhere there will be no independent
witnesses.
