hey (debt collector) said they had sent us a letter on the 24th of
December. I called them on it. I read on the FTC's site that I had thirty
days after the first contact to contact them regarding the amount due.

think you will regret making any payments to this debt collector. Even
the person at the FTC said you should send them a cease and desist letter,
and I think that is good advice. What they did was scare you by telling you
lies and making threats.

No, not unless the local guidelines are so unreasonable as to fail
Constitutional scrutiny.
The court does not just accept it on your say-so that you cannot afford
an attorney; you have to meet their guidelines.
