You would have to get an abstract of judgment and get the Colorado court to
recognize it (a sister state judgment). It might be good to get a
collection attorney in Colorado to complete the paperwork for you.

First, only the DA's office can file a criminal complaint with the court.
You can file a complaint for theft with the police and they can refer it to
the DA's office for handling (if any).
If he skips out, you can get a default judgment against him.
