New info, Driver of the vehicle was not the vehicle owner and not listed on
the insurance. Florida is a no-fault state and insurance is required. Does
this mean the driver was in violation of the law by even driving the car? I

The presence or absence of insurance is not a factor in determining fault in
an accident. It is only used to determine if the insurance company will pay
for the damages.
In my state, California, the vehicle itself carries the insurance. That is,

hi-way. Less than $1000 dollars of damage is done to a car and the dog is
killed. Who is at fault, the owner of the dog or the driver of the car.

The OP is a mental patient of some kind, and he wants a placard.
In the scenario you cite, an able-bodied person can get a placard to provide
transportation to mobility challenged family members. The OP has not said
that he has mobility issues.

IF there is a leash law, then the dog owner has liability for damages to the
car.
You said there is no leash law though, so I would guess that the car owner
will have to file against his insurance policy, my second guess is that it
is paid under
