Easement Question

There is a 20 foot easement across the rear of my lot. The survey lists this
as a "landscape buffer and drainage easement". Today, there is nothing on or
under this section of the property. If the developer decided to use this
easement for drainage of the sub-division, can he be forced to put the drain
underground (a concrete pipe, for example), or does he have the right to
simply dig a ditch across the rear of my lot? Thanks.
