What does the following mean in a will & testament? "Dies leaving issue of his body surviving me"

Is it valid to sign/notarize a Last Will & Testament in another state (nevada) other than the one you reside in (oklahoma)? In general, where would someone look in the state law to determine the answer to this? Thanks.
