Hi there -
When partners are signing contract papers, do we need to notarize the
papers? Do we need witnesses signatures?
What is the difference between shareholders agreement and buy-sell
agreement?

Depends on the issue. For contracting for example doing installation or
providing services, you only need two signatures.
What is the difference between shareholders agreement and buy-sell
agreement?
If you agree a partnership or start a company, you might need to notarize
depending on the form of partnership. Please do consult a lawyer!
