A friend has an aging parent who, while not showing any signs of
Alzheimer's, has bouts of depression alternating with abuse of the

Regarding educational records, I have been advised that a legal
position adopted by some postsecondary institutions is that academic
transcripts are outside the scope of FERPA and that therefore, neither
