How to title a car in Texas

A friend is buying a car from a seller who holds a bill of sale and
registration from Alabama. I wanted to know if all that is needed to
register the car in Texas is the bill of sale and the application for
title in Texas in order to get the car titled in Texas. If you know
how to go about getting the title I would appreciate any advice.

I see a red flag when "bill of sale" is used in reference to private
vehicle tranactions. Too often, it means that the seller doesn't have a
title in their name and just has the papers from some previous owner.
I've seen too many case of endless difficulty arise in deals like that.
That may not be the case here, but I'd call TxDOT at 512-465-7611 to
make sure he has everything he needs before parting from the seller (or
paying over any cash), like the seller's affidavit and signatures on the
Texas application. The forms can be had on the web site or any Texas
County Tax Assessor office. I believe he will need the Alabama title,
which should be in the seller's name, so that the seller can properly
execute their part of the Texas application. The caller-taker at TxDOT
should know about Alabama DOR paperwork.

The seller should give you the title. If they are selling you
a car without a title (with a lien for instance) you need to
pay the lienholder directly with the seller to make sure you can
obtain a clear title from the lienholder. If seller states car
has no lien but does not have tile run away from sale. If car
is paid for seller has title (or should).
