You get the divorce decree from the Vermont court clerk. You go to the US consular office in Italy with the decree and they know what kind of letter to write that satisfies the local authorities. They can't provide an attestation (because there is no "family register" or similar record. So they attest that the citizen has made a certain statement, and that this suffices under the laws of American states. Or something like that.
