Can someone point me to a hyperlink that addresses a landlord's responsibility in dealing with problem tenants? I live on the 2nd flooor of an old building in Los Angeles where creaking floors are common. I have an alcoholic man in his 50's underneath me that wails on the roof and calls and threatens me practically every day over the noise he hears from me walking around in my apartment. According to the Rental Agreement of the property, tenants are forbidden to "harass, threaten..." other tenants. I have addressed this matter several times to my landlord who shrugs his shoulder and ignores it, saying it is a civil problem between me and the tenant. I've called the police and they said nothing can be done unless an "actual act of violence" as taken place. Doesn't the landlord have some responsibility to assure the safety and well-being of its tenants and can I sue them for failing to take action in this regard? I have scoured every website dealing with this issue and can't find anything specific that addresses it. Any thoughts would be very appreciated.
