Legal immigrants; always "guests" or not?

I have been living in an apartment building - two of the families (I
assume to be legal immigrants with American-born children) - have
caused me a considerable amount of aggravation while living here.
Both of these families had been or still do (on a daily basis):
-Convening in the hallway of the building outside of the apartments
-Engaging in incessant, loud chatter while convening in the hallway
-Frequently yelling, sometimes with blood-curdling screams
-Slamming the front doors to their apartments with thunderous booms*
that are so loud that they shake the foundation of the building.
(Anytime of the day or night - including 2 a.m., 7 a.m., etc.)
*This volume level has been acknowledged by other persons
This behavior has not only caused me daily aggravation, but has had
health consequences to my digestive system and blood pressure.
Initially, I approached both of these families in a calm manner to
address this issue. I kindly asked them to be conscious of the effect
they are having on other residents. They were immedietly resistant -
being defensive as if I were attacking their character. (I have no
real experience with these people to be making judgement calls on
their character.)
This initial confrontation was a result of many failed attempts to get
the management to address this issue.
The families ignored my requests, instead amping up their behavior as
if engaging in a game of marking their territory.
The parties I contacted in regards to this situation were:
-The persons I rent from
-The local police
-The local Department of Buildings
-The county Department of Buildings
(Besides the first party), I was told that this was a "civil matter".
When these people kept at it - I eventually got to the point where I
loudly screamed at them to stop. This somehow made me out to be the
"bad guy" (i.e. "How could you talk to someone like that?") - instead
of them recognizing that their behavior had caused someone serious
distress.
More recently, they convene in the hallway much less. (I believe this
was a direct result of recently being contacted by the building
management).
Yet, they still will throw out these shots of door slams -including a
tremendous scream followed by a thunderous boom of their apartment
door. (With less frequency of occurrences as before, although still
very much aggravating.) They also will still slam their doors very
late at night or very early in the morning.
I understand about the possibility of a civil case against these
families, but my questions here about this are:
-Once someone is a legal immigrant in the U.S.; can they engage in any
agitative (non-criminal) behavior towards Americans like other
Americans can (with the possibility of just being sued), or are they
always bound by some immigrant status/ethic?
-Does an American born citizen have "domain" over an immigrant, or,
once someone is a legal immigrant - everything is always on equal
ground?
-In my situation, would contacting immigration (USCIS) yield any
tangible result for me?
-Would this situation be different if the people in question have a
pending immigration status or are actually illegal immigrants?

There is no difference in status between naturalized citizens and
naturally born citizens in so far as the issue under discussion.

No. Equal ground.
-In my situation, would contacting immigration (USCIS) yield any
tangible result for me?
I can't see any result whatsoever, but I can't see any harm in you
trying this. The immigration authorities have no reign over naturalized
citizens.
-Would this situation be different if the people in question have a
pending immigration status or are actually illegal immigrants?
A complaint against illegals may result in deportation and, although
this is a long shot, action against those harboring those illegals.
