Legal responsibility for a stepchild / support question

Our situation is a little bit backwards from the usual.
I was married to a man for 7 years, and we've been separated for the
past 2. We plan on filing for divorce. I have two children; one that I
had before I met him, and another we had together. He has been present
in the life of my firstborn child in the role of father for 11 years of
this child's life. We always had the intention of him adopting my son,
it never happened due to money reasons.
He (soon to be ex) currently carries this child on his health
insurance, and would like to continue to do so, even after divorce.
He's concerned that his HMO won't allow it, after the divorce. He asked
me if I knew of any way for him to be legally financially responsible
to this child, after the divorce.
Adoption would obviously solve this, but considering the costs, is
there some other way to establish an obligation to support a stepchild,
when the stepparent is the one wanting to do this?
The children reside with me, and have scheduled visitation with him.
So, it's not a post about how to get child support from someone who
doesn't want to pay...which is what you might have expected. It's the
reverse of that. My STBEx wants to be recognized as responsible but
since he never adopted my son, how can we do that?

Medical insurance in Wisconsin covers step-children, provided neither of
the actual parents have medical coverage. Check if that is the case with
your ex's medical insurance.
He asked
me if I knew of any way for him to be legally financially responsible
to this child, after the divorce.
If he is volunteering to support the step child, just let him. What
reason is there for legal action ?
