Help! Threats and Harrassed For Guitar Noise in Apartment

I have a problem. I have lived in my apartment for nine years and have
always been able to practice my nylon-string classical guitar whenever
I pleased. It is not a loud instrument; two people in a normal
conversation will drown it out. The decible level of my guitar would
probably qualify as the softest acoustic instrument. But, as you could
probably guess, the tenents below have declared war on my wife and
myself.
The tenents below moved in about two years ago. About a year ago they
complained to us about the noise. We were able to keep things on an
adult level, telling them to call us whenever the noise was a problem.
So, time went by and we didn't hear any complaints. We ran into them
in the elevator one day and asked how the noise was and they said
everything was fine.
Then last week things got ugly. First a nasty message was left on our
answering machine. Then, for the next two days, banging and knocking
on the walls. At this point we felt we should talk with them.
Besides, I hear my other neighbors all the time. The person above me
has a kid who runs and jumps and yells. We once had a women who was a
real screamer during sex and she would regularly have marathon sessions
at all times. The neighbor next door plays loud music from a stereo.
But, come on people, this is normal for apartment living where sharing
a wall is inherent.
Back to my nightmare. The following day my wife, Cyndy, goes down to
talk with the woman in #115. Cyndy offeres her a pair of expensive,
high-quality ear-plugs since we know how sensitive the woman is to
sound. Well, the woman in #115 refused to try them. She said that it's
not the noise but the vibrations and the ear-plugs are useless.
Then this woman in #115 starts to go off on Cyndy. She says that I'm
vermin, scum, a selfish and immature man. She kept repeating that I'm
vermin and scum and adds, "why are you with that vermin, he's total
scum." She continues, "I'm gonna go up there and break Jimmy's spine
in half." Well, seeing that I'm Jimmy, I was obviously shocked to hear
this. I thought we were on friendly terms.
Although shaken, when hearing about this exchange between Cyndy and the
woman in #115, I decided to call her myself and try to come to an
understanding. I asked her when her hours of sleep were. She said
that doesn't matter. I said, "I want to find out the hours when I can
practice." She said musical instrumnets were not allowed in our
apartment building. I said, "please just tell me when it's okay to
practice." She said, "I'll allow you to practice between 10 a.m. and 2
p.m." I said, "thats not fair." She said, " If I hear one sound out
of your apartment you should pay my rent." She hung-up on me.
The next day was Saturday. I started to practice at 11:37 a.m. At
11:38 a.m. the banging on the wall commenced. "Rat-tat-tat.
Rat-tat-tat. Boom...Booom... Rat-tat-tat." But I was in her allowable
time frame, not that I really cared, she was completely unreasonable.
What bothers me most are the threats. I'm not going to say I'm scared
of her but maybe I should be? She fits the profile of a dangerous
person. Most of the time she is unclean and ungroomed. She has matted
black-dyed hair and dresses in all black. She wears excessive black
eye make-up. She will never look you straigt in the eyes. She exhibits
anti-social behavior and acts disturbed and unsetteled. She speaks
aimlessly, in broken sentences, uttering and mumbling meaningless
chatter. I don't think she's a practicing witch, but she looks like
one.
Is it okay for tenants to threaten other tenants? The lease clearly
says: musical instruments that present a hazard or that affect the
insurance rates are not allowed. Does a nylon-string classical guitar
present a hazard or affect insurance rates? I don't think so. There
are many residents here who play instruments much louder than a
classical guitar.
Please tell me what you would do in my situation. I am reluctant to
practice until I can resolve this.
