Malicious use of Business Reply Mail

I recall reading somewhere that there are specific Federal laws against
the malicious use of Business Reply Mail ("Postage paid") postcards and
envelopes.
Some folks apparently like to "retaliate" against junk mailers by doing
things like dropping Business Reply postcards in the mail without
writing anything on them or taping Business Reply envelopes to bricks
and mailing them, with the intentent of anonymously causing the
advertisers to have to pay the return postage for something of no
benefit to them.
I mentioned this to someone who claimed he routinely wrote F**K YOU on
reply cards and mailed them, self rightiously justifying that by saying,
"Why should I have to pay my trash hauler to take them away."
He challenged me to prove it was really against the law.

Define "malicious". Writing "Don't send junk mail" on the stuff is
communication.
Some folks apparently like to "retaliate" against junk mailers by doing
things like dropping Business Reply postcards in the mail without
writing anything on them or taping Business Reply envelopes to bricks
and mailing them,
The bricks are unmailable; I think the weight limit for those is 2
ounces.
