I have come to realize that my town runs an
"eviction mill" in the city court, where
landlords win, despite facts and law.
Beyond the usual litigation/legal actions, are there
little-known lawful tactics in such an environment ?

Tactics in "eviction mill" ?.
Your message is inspiring; perfect.
Since you have an ugly history with the
only judge sitting on your town's court
(with your Mandamus Complaint in the Ohio
SC to be revived shortly), and since referring
trial to a magistrate does not evade a duty to
recuse, you might file an Affidavit of
Disqualification under Ohio RC 2701.031,
since the Code of JC and case law requires
recusal when there is a natural inclination
toward substantial bias, even if no actual
bias is shown.
Bring a crowd if trial proceeds. They will
never know who is among them. (Jerry Spence?)
(BTW, Mr. Spence is on the warpath regarding
the non-economic damage limit in Colorado.
I will avoid setting foot in Colorado, since one
could be crippled for life with no true remedy.)
