If a small claims case was dismissed because the plaintiff never showed, can
they try to sue the defendant again at a later date?

I'm interested in recording a sports rally, such the type as one thrown by
the team's town after winning a super bowl, stanley cup, etc. This recording
would then be edited (non professionally) and then have the duplicates sold
on ebay for a profit.

My wife just got a ticket for "failure to inspect" the car (sticker was 3
