Liability of adopting out a dog with known biting history
A local SPCA is currently dealing with a situation where someone wants to adopt a dog with a known biting history. The SPCA is on-the-fence about whether to adopt out the dog or put it down. Does anyone have any legal advice for them? They want to know

free open source modules from CPAN in non-free program
I am writing a program in perl using a couple of libraries from CPAN. Trying to figure out whether i can sell the program, knowing that some of the modules/libraries were obtained from the open domain. Also cant seem to figure out if modules from CPAN
