Empty stick built houses don't do the same?

So if I have a mobile home for rent and there's a flood of cheap housing
and I can't get it rented right away, then I'm a criminal? If my mother
has a mobile home and she passes away and it's in probate as to which
child gets it and it takes 3 months to get that done, there's a crime
being committed?
I'm not a lawyer but it sounds to me like there's some serious legal
issues here.
