Is anyone here familiar with laws regarding large capital purchases by government affiliated entities in the State of Texas? I was in contact with an educational institution today, affiliated with Univ of Texas, that recently purchased something around 1/2 Million USD of specialized networking equipment. I was told that there was no RFQ, and that the purchase was done through a special "partnership agreement" with Dell. When I pointed out that we could have sold the same equipment for about 1/2 the price they paid, I was dismissively told that was impossible. And, to put icing on the cake, the actual percent discount they received was "confidential". Is it legal for government affiliated entities in the State of Texas to: 1) Avoid competitive bidding on large dollar amount capital purchases? 2) Avoid disclosing the price that was paid for such purchases? How can either of those things, if allowed, be in taxpayer interests? Isn't the hiding of the details such deals from public examination a violation of the basic financial controls that any taxpayer has a right to? -- Will NOTE: To reply, CHANGE the username to westes AT earthbroadcast.com
