Employment Agreements vs Offer Letters

Can someone tell me what is the difference between offering a
potential employee an employment agreement as opposed to an offer
letter?

Normally, an offer letter is an offer of an employment contract. When the
offer is accepted, a contract exists. When you show up to start work,
that's acceptance. Normally, and employment agreement is an offer of
employment which become an employment contract when it is signed by both
parties.
An offer letter may say that the offer may be rescinded. An employment
agreement may say that it doesn't become a contract until it is signed by
the parties and approved by someone higher up. Either document may say that
this is an at-will employment and that either party may terminate at any
time. In other words, the exact words will control what the documents are.
