Its always possible the law in your jurisdiciton varies from what I'm
familiar with but generally the answer would be Yes. In most cases a
landlord may make a decision based upon what the landlord decides is
credit worthiness.

Yes. There is no law that says a landlord has to rent to any one for any
reason.
Except for those reasons based upon ethnic heritage and religion.
A landlord doesn't even have to have a license to be a landlord, not even
formal training.
