If a person runs up debt that can never be paid because they're
unemployable, and creditors can't even call because they don't know which
homeless shelter to call, ... what can be the financial/legal outcome? Is
bankruptcy available for such a person?

As far as I know, bankruptcy is available to any person whose debts are
unpayable--- regardless of her current living situation and regardless of how
hard it is to reach her by phone.

Yes, bankruptcy is available. I have filed (pro se) bankruptcy
for several such people.

and the law applicable to your situation.

Yes, but why would she even bother. Sounds like she's judgment proof.
If she's got no assets and no income why does it even matter?
Does she even have the filing fee to file for bankruptcy?

Don't know much about the legal outcome, but as for the financial outcome, it
seems that the creditors are out whatever money is owed
Is bankruptcy available for such a person?
Yeah, but what's the point? What are they going to do, attach her shopping
cart?

As a practical, collection matter, it makes no sense.
It may make sense, however, for the person to file to know that
the collectors can never go after her. Peace of mind, IOW.

Not only that, but if she has no assets this is the best time to file. Who
knows, later she may get a job/car/house, and all her debts will be
discharged. Unlikely maybe, but you never know.
