Massachusetts has introduced fire-safe cigarette legislation, but it is stuck in committee. Canadian Health Minister Anne McLellan intends to propose similar regulations early next year -- although both could be killed by the change from Jean Chrtien's government to Paul Martin's. The bill passed by the Canadian Commons yesterday must still pass the Senate, and Mr. Chrtien may prorogue Parliament as early as next week to prevent MPs from sitting while the governing party has two leaders. And when Mr. Chrtien steps down and Mr. Martin takes over, a new health minister could decide against proposing similar regulations. The unanimous passing of the bill in the Commons gives the move to fire-safe cigarettes undeniable political momentum. "I'd say that we are more than half of the way there, but it's not over till the fat lady sings," said Scarborough East Liberal MP John McKay, the backbencher who proposed the private member's bill. Mr. McKay proposed his bill four years ago -- non-government bills proceed slowly in the Commons and rarely pass -- and Ms. McLellan began consulting on similar regulations at the end of 2002. Ms. McLellan now plans to issue proposed regulations early in 2004, aides said. Both the bill and Ms. McLellan's proposed regulations set standards for cigarettes so that they would stop burning if the smoker does not inhale for a period. In practice, that would likely mean the cigarettes would have bands (often called speed bumps) at evenly spaced intervals. Cigarettes would not burn passed these bands without someone inhaling. Fire-safe cigarettes would reduce the number of fires caused by cigarettes, thus reducing property damage, injuries and deaths. Tobacco companies oppose the so-called "reduced ignition propensity," or RIP cigarettes. On the other hand criminals are firearm holders also. State prison inmates committing Rishida Brown Page 2 a crime with a firearm present represented 40% of the prisoners. In the Federal prisons inmates represents 56% prisoners committed a crime with a firearm present. There are more criminals carrying guns then the average law abiding citizen. I think allowing people to carry a concealed firearm perpetuates criminal activity. Guns should be outlawed except for the use of recreation and to use a firearm recreationally should require some sort of rental or borrowing program. The gun should be returned to the authorities after a certain amount of time. According to the National Crime Victimization Survey in the year 2000, 533,470 victims of serious violent crimes (rape, sexual assault, robbery, and aggravated assault) stated that they faced an offender with a firearm. There are more criminals using guns for the wrong reason than there are law abiding citizens carrying guns to protect themselves. Since the number of criminals outweigh the number of citizens carrying guns for protection, it seems that carrying a firearm for protection is really not protection at all. It is most likely that the criminal with the gun has more experience using a firearm than the average citizen.
