Canadian Officials Unanimously Pass Fire-Safe Cigarette Bill
Bill, strongly supported by firefighters, would prevent fires, save lives

OTTAWA -- A bill to make cigarette manufacturers sell only self-extinguishing
cigarettes passed the House of Commons yesterday, fuelling momentum for making
Canada the first country to require fire-safe cigarettes. Firefighters' groups
were instrumental in lobbying for the proposal. The Canadian Association of
Fire Chiefs said that from 1995 to 1999, smoking materials caused 14,030 fires
in Canada. Those fires killed 356 Canadians and injured 1,615 more.
New York State passed fire-safe cigarette legislation two years ago, but it is
struggling to implement the law in the face of tobacco industry pressure.
Massachusetts has introduced fire-safe cigarette legislation, but it is stuck in
committee.
Canadian Health Minister Anne McLellan intends to propose similar regulations
early next year -- although both could be killed by the change from Jean
Chrtien's government to Paul Martin's.
The bill passed by the Canadian Commons yesterday must still pass the Senate,
and Mr. Chrtien may prorogue Parliament as early as next week to prevent MPs
from sitting while the governing party has two leaders. And when Mr. Chrtien
steps down and Mr. Martin takes over, a new health minister could decide against
proposing similar regulations.
The unanimous passing of the bill in the Commons gives the move to fire-safe
cigarettes undeniable political momentum. "I'd say that we are more than half
of the way there, but it's not over till the fat lady sings," said Scarborough
East Liberal MP John McKay, the backbencher who proposed the private member's
bill.
Mr. McKay proposed his bill four years ago -- non-government bills proceed
slowly in the Commons and rarely pass -- and Ms. McLellan began consulting on
similar regulations at the end of 2002. Ms. McLellan now plans to issue proposed
regulations early in 2004, aides said.
Both the bill and Ms. McLellan's proposed regulations set standards for
cigarettes so that they would stop burning if the smoker does not inhale for a
period. In practice, that would likely mean the cigarettes would have bands
(often called speed bumps) at evenly spaced intervals. Cigarettes would not
burn passed these bands without someone inhaling.
Fire-safe cigarettes would reduce the number of fires caused by cigarettes, thus
reducing property damage, injuries and deaths.
Tobacco companies oppose the so-called "reduced ignition propensity," or RIP
cigarettes. They question whether they would create an exaggerated sense of
security, and whether the fire-retardant technology would make cigarettes even
more toxic.
Mr. McKay dismissed those criticisms as misplaced, and said the tobacco
companies are concerned about higher production costs and the fact that smokers
will consume fewer cigarettes as they can simply re-light cigarettes that go out
instead of having to buy new ones.

A New Study Argues For Concealed Weapons
Carrying a gun is a danger to yourself and the general society as a
whole. Firearms have become very popular in the United States.
Firearms have also become a serious problem in the United States as
well. People carry firearms for basically three reasons, protection,
to commit a crime or for recreation. Over half of the crimes
committed that people were sent to prison for were committed with a

Crime Statistics". There is so much crime in the United States today
people fill safer with a concealed gun. They feel carrying a
concealed firearm will keep them safe from rapist, thieves, murders
and psychos. Even though this is not always the case. A lot of times
both the criminal and the victim have a gun, this leads no where.
Some studies show that the average citizen using a firearm to protect
themselves feel that if they had not had a gun someone would have
died. "Victimization involving a firearm represented 8% of the 6.3
million violent crimes of rape and sexual assault, robbery and
aggravated and simple assault." This study was very limited.
On the other hand criminals are firearm holders also. The FBI's Crime
in the United States estimated that 66% of the 15,517 murders in the
year 2000 were committed with firearms "BJS Firearms & Crime

a crime with a firearm present represented 40% of the prisoners. In
the Federal prisons inmates represents 56% prisoners committed a crime
with a firearm present. There are more criminals carrying guns then
the average law abiding citizen. I think allowing people to carry a
concealed firearm perpetuates criminal activity. Guns should be
outlawed except for the use of recreation and to use a firearm
recreationally should require some sort of rental or borrowing
program. The gun should be returned to the authorities after a
certain amount of time.
According to the National Crime Victimization Survey in the year
2000, 533,470 victims of serious violent crimes (rape, sexual assault,
robbery, and aggravated assault) stated that they faced an offender
with a firearm. There are more criminals using guns for the wrong
reason than there are law abiding citizens carrying guns to protect
themselves. Since the number of criminals outweigh the number of
citizens carrying guns for protection, it seems that carrying a
firearm for protection is really not protection at all. It is most
likely that the criminal with the gun has more experience using a
firearm than the average citizen.
