Not directly, but such occurrences are common knowledge within NYC
Transit.
Q2: Have you ever heard tale of the misuse of official city equipment?
Yes, many.
Q3: Where did this occur, either witnessed or hear of this occuring?
At the former site of the World Trade Center, during the cleanup.
Q4: How aggregious was the misuse? (Scale of 1-5; 1 being the lowest)

Q5: Breif description of the misuse.
The former head of the Department of Subways conscripted several
Transit employees to move 2 large concrete planters (which used to
grace the WTC plaza) from the recovery site to his home. The story
made the papers and it is widely believed to be what led to his
premature retirement
Q6: Any comments?
It was wrong on so many levels; theft, abuse of discretion, diversion
of critical resources, stupidity, greed, etc.
