is the post office liable for my lost on ebay?

I sold an item on ebay, sent it via the post office with electronic delivery
confirmation and insurance. Then the buyer reversed the charge without
explaining why. The buyer does not respond to my email.
Normally paypal would reimburse me under their seller's protection. But, the
post office screwed up and did not scan the delivery confirmation. Post
office employees are able to confirm delivery via the insurance number, but
they cannot update the tracking number to reflect delivery. Therefore,
paypal refused to reimburse me, since I cannot provide proof of shipment
that can be tracked online.
How do I get my money back now? Could I sue the post office for failing to
confirm delivery via the tracking number?
It would be difficult to sue the buyer because I don't know where to find
him/her.

If I do locate this person, where do I file a small claims suit? Can I file
it in the city I live in? Or do I have to file it in the city the item was
sent to??

Peter,
Why do you want to sue anyone? You had insurance on the item. There is no
proof that the item was delivered. File a claim with the insurer.

According to the tracking number, the item was not delivered. Therefore,
paypal would not reimburse me.
According to the postal insurance records (trackable by post office staff),
the item *was* delivered. Therefore, the post office will not pay the
insurance.
I can't win.

Peter,
You've lost me here. What you seem to say is that the package was
delivered, that the Post Office can and will supply proof of delivery but
PayPal refuses to accept this proof. I suspect that you are trying to say
that PayPal is claiming that such proof must be available "on-line". I think
that you should offer PayPal the proof as supplied by the Post Office. If
they refuse to settle take them to small claims court. I suspect that a
judge will find the proof that you have to be good enough to justify your
claim.
