Advice about old tickets in Texas?

My brother is moving back to Texas after living out of state for 5
years.
In 2000/2001 he got 2 tickets from the Texas Department of Public
Safety, which he said he never paid.
I am willing to help him, but the 2 attorneys I called here in Dallas
basically said to bring them $2000 and 'we will talk.' WOW! Way too
much money for me to give for him.
Anyone have advice on where to start resolving this? Preferrably in a
manner which will not require him to go to jail?

Check out the statute of limitations.
Unless there is an active warrant, chances are he won't get bothered until
he applies for a texas license.
Contact the court where the tickets were issued.

For that much money, you may be able to have them resolved without a
lawyer.
IANAL, but I do recall knowing a couple of people (in Texas) who maybe
15 years ago had unpaid tickets and they were able to resolve them for
less than that. Jail was not required in either case.
You might try contacting the courts to find out how much it would cost
to resolve them.
I'd steer clear of any lawyer who wants $2,000 just to talk about
something like that.

Most likely he needs to get in touch with the court where he should
have appeared back then. They should have a warrant desk that handles
matters like this. Especially if the tickets were from DPS, there is
likely to be a warrant out for him; he won't be able to get a Texas
driver's license; and if he's stopped in Texas, he'll be arrested.
He'll need to clear the warrants by paying up. Clearing garden-variety
traffic ticket warrants is routine and shouldn't take an attorney and
2 grand to accomplish.
