Origin of the fiscal calendar?

How did the fiscal year get created, and why? I"m wondering why
companies/businesses can't go by a calendar year?

The most obvious use is for businesses that have a seasonal cycle that
doesn't match the calendar year. Retailers often have a fiscal year
ending January 31 because they make a large fraction of their sales in
December and into January, then need to count inventory before closing
the year.
