That may be true, but it's her claim, I'd make her do as much of the
work as possible.
It's also not clear to me who was at fault here. The guy should never
have let her get away without exchanging information. Isn't that
required by law in all states? (I know it is in some)
If she had refused to exchange with me, I'd have called the police.
www.ca.gov is the generic website for all California government agencies. Off
the top of my head, I don't recall the name of the division; it may have been
something like Insurance Guaranty Fund. Ca.gov will get you to the Dept of
Insurance, and from there you can poke around the cubbyholes to see what sounds
like the right division.
ISTR that it was limited to whatever the minimum policy limits were; since
you're only dealing with a minimal claim, that wouldn't matter much to you. If
you'd creamed three pedestrians and a sculpture garden, that would be another
story.
