I have a hunch that the main reason most sit in the middle with their headlights on is because the cars don't have "parking lights". Since the main job of the OSP is "Safety and enforcement", they are concerned more about being seen which causes you to slow down. FYI, the OSP is not in the same league of state troopers as you are. OSP officers can only enforce vehicle code violations and speeding violations on STATE HIGHWAYS only. They do not respond to things like residential disturbances within the county unless they are asked to assist by the sheriff. Somebody said it, "The most effective means of enforcing speed limits is with a highly visble police car."
