I have read that the residents of Washington D.C. and other Federal Territories
are not protected by the United States Constitution, that the Constitution is a
Compact between the Congress and the States.
How much truth is there to this?

Incorrect. Constitutional rights are extended to the District of Columbia
and all U. S. Territories. Anything the buffoon George W. Bush says or
does to the contrary. D. C. is not a state, therefore has no Senators.

The federal constitution is a compact between the citizens and the
federal government. So the basic premise is off.
There are some quirks in the rights of DC citizens, but it would
be wrong to say that DC residents are not protected by the
US Constitution.
What is true is that DC is not a state, so the power of the federal
government over DC residents is not limited in ways that it is limited
over residents of states.

The federal constitution is a compact between the citizens and the
federal government. So the basic premise is off.
The Preamble to the Constitution begins "We the People of the United States"---
so it's not merely a compact between the state governments and the federal
government. And Article IV Section 3 explicitly applies the Constitution to
any "Territories or other property belonging to the United States."
Article I Section 8, by the way, specifically authorizes the Congress to set up
a District to be the Seat of Government--- and this District is to be formed
from land ceded from one or more states. The District of Columbia was
originally formed with territory ceded by both Virginia and Maryland, although
the Virginia portion was ceded back to Virginia.
