How long can a landlord keep igorning my requests to fix
broken things in my apartment until I can do it myself and take it out of the rent?

The first question to ask would be whether you can do that at all.
"Repair and deduct" is a remedy that you can only apply when serious
defects that affect the habitability of the apartment are involved:
things like a leaking roof or windows that won't shut; no hot water,
electricity, or heat; not even one working sink or toilet: that sort
of defect.
Be prepared for a fight if you invoke "repair and deduct", because a
landlord who doesn't see it your way will probably sue you forthwith.
Your landlord could win by making a case that the defect wasn't one
that breached the implied warranty of habitability, that the damage
was caused by you or your guests, or that you didn't follow the proper
formalities.
Bob Stock gave you a good link to a clearly worded list of the
remedies that are available to you. Be sure to see also the page
"problems.htm" at the same site: it has a summary of the sorts of
problems that involve the habitability warranty (and so make "repair
and deduct" and other remedies available to you).
