Can foreigners obtain a second social security number?

I am a Canadian and I used to live in the US long time
ago. I was issued a SSN for non-resident aliens saying
"Not authorized to work without INS permission".
I built up an amount of unsecured debt during my stay
in the US. Then I had to go back to Canada. I tried to
file for bankruptcy but I was told I couldn't because
I have to reside in the US before I can file for chapter
7. So I left the debt behind and didn't do anything
about it for years.
Now I am going back to US to work on a contract. My
question is if I can apply for a new SSN because of the
nature (non-resident SSN) of my old SSN. If yes, will
my debts be wiped off? If no, what other options I have
besides paying the creditors?

AS TO "debts be wiped off?":
Depends on *How Long* "long time ago" is and in Which State the Unsecured
Debts were incurred...
Ordinarilly, Creditors are Estopped from bringing an action to recover
Money Owed after Six Years of the Debt being In Default, notwithstanding
some Action on the part of the Creditor that "Tolled The Statute"...
Even if The Statute *Has* Been Tolled, the Creditors aren't going to be
able to just Snatch Your [Contract] Paycheck outta Your Hand, there will
Have To Be MUCH Grief & Discontent in a Courtroom, Resulting in a Judgment
Against Defendant and In Favor of Plaintiff(s) AND Numerous Varied Writs
Served, before your Paycheck can be Snatched From Your Hand...
If no, what other options I have
besides paying the creditors?
Ummmm... NOT applying for Credit...
PARTICULARLY Not from the same Stiffed Creditors...

Your debts run with you, not with your SSN, and the SSN is not the
only way you can be identified. So getting a new SSN may slow down,
but may not defeat, your creditors.
You could end up with much greater problems, and those are charges of
perjury and fraud for lying on your SSN application and using your new
SSN to defraud your creditors.

Contact the Social Sercurity Administration, I imagine
your old SSN is still valid. As far as the debt it depends
on what state you resided in when you entered into the
contract with te creditor.

If the SOL has expired you have nothing to worry about.
You could also order your credit report from equifax.com
with your old SSN to see what is listed. Except for
bankruptcies and judgements most bad debt listings expire
from your credit report after seven years.

There are statutes of limitations in most contract actions, and the
Bush government could care less if you stiffed anybody but Halliburton.
