Need legal advice

A week ago I allowed a Bayonne, NJ Health Department inspector to look
in my yard to find a violation (which he did). He had to pass through
the interior of my house to get there.
Since then he has come back twice and told me that I had to let him
in, that I had no right to keep him out. I feel he's fishing to find
anything he can write up as a violation.
How do I legally keep him out of my house?

Are you in Section 8 housing or any other similar situation or renting out
this property?

Show him a copy of the 4th Amendment to the U.S. Constitution, and
tell him if he shows up on your property again, you'll call the
police.

Before you jump on the 4th amendment bandwagon, you need to determine if
that is the right thing to do for yourself....
If you are a private individual with no business interests in your home,
then yea, do what you want....if the health inspector has probable cause,
he'll ask for a search warrant.....but he can't come into your home without
it......and you really don't have anything to lose.....
If you are running a business from your house, you need to determine if in
getting the business license you agreed to being regulated......if you did,
then yes, you can tell him he can't come in but the Health Inspector WILL
get a search warrant and if he finds violations, he will be less willing to
work with you to get them corrected and more willing to cite you since
you've proved to him you aren't willing to be cooperative.....when you are
in business you have to consider the cost-benefit ratios of your actions....
