what determines at a traffic stop wether or not one is arrested and what
determines their bond or wether they get a Own Rcognance (no bod
required) release ???

depends on which country / state you are un, and what mood the cop is in..
drunk or dangerous driving would probably get you stopped / arrested, in any

State or local law, driver's residency, severity of the alleged
offense, local policy, and officer's discretion might all figure into
a determination. There are too many variables to give a more specific
answer.

guess then it can vary from location to location what would send one to jail in one place
would not in a different place ????
as for the bond....any formula there ??

Again, it varies all over the place. Take two states more or less at
opposite ends of the spectrum:
In California, for just about anything short of DUI or driving while
suspended, you can pretty much figure on being cited and released,
even if you're from out of state.
In Illinois, you must post bail on the spot. Illinois drivers can
surrender their license as bail. For out-of-state drivers, it depends
on whether you are from an NRVC state: if so, you may be cited and
released; otherwise, you will have to come up with bail. Bail bond
cards ("get out of jail free cards") are useful in Illinois.
Perhaps if you could name a state you're interested in, it would
narrow it down some.

Assuming no outstanding warrants and no guns (depending on the state) or
drugs on your person, pissing off the cop would probably do it.
