Myself and 10 neighbors were scammed by a contractor who was to install
hurricane shutters on our homes in the recent hurricane. In addition to
reporting him to the Florida Attorney General, we would like to take him to
small claims court to recover our money given him. We were told that the
cost to file a claim is $175 and we are out $250. Assuming that we would
win, would the contractor be obligated to pay the court costs plus the cost
to file, in addition to the $250. If not, it is hardly worth the effort
filing.

Wow, it's only 80 bucks here and the limit is 15,000 - 25,000. Are you even

Yes, the following is from the Dade County Court clerk web-site.
If a Final Judgment is entered in your favor as a result of your lawsuit,
these costs may be added to the total amount of your judgment.

I am not a lawyer. I do not even see email sent to this address, due to
