If someone gets a restraining order taken out on you, how do you find
out that this has happened? Is someone required to send you a
certified letter informing you, etc.?

There's no such thing as a restraining order that's a secret from the
person it's restraining. That's the point of a restraining order -
the person has to know what he's not supposed to do. The point of
such orders is that they must be obeyed on pain of a charge of
criminal contempt. In NY, and just about anywhere else - knowledge of
the order by the restrained-person is an element of the crime and must
be proven beyond a reasonable doubt at trial.
