Clay Pipe is blocked, should the property owner responsible?

The clay pipe underneath my house's front yard (the drive way, i.e.
between the front door and the sidewalk) is partially blocked. It's
effecting the plumbing of the house right now.
Since it is not inside or underneath of the house, can I seek any kind
of help from the city? The house is in San Francisco, CA.

Sewer authorities are normally responsible only for maintenance of the
mains, not for services or laterals between the mains and your house.
Because the blockage is in a service line on your property, it's your
problem. San Francisco PUC may come out and check it and may even fix
it for you, but don't expect them to do it for free.

to see what I can do.....
