I have a relative that is allowing a niece to babysit her two year old at
night when she goes out. The niece is 12. Is this legal? It's the state of
Mississippi...I didn't know if there were laws like that or not, but 12
seems too young to me to be responsible for a two year old. Thanks!!!

There are highly responsible 12-year-olds, just as there are totally
irresponsible 18-year-olds. I think in most places it would be
entirely unremarkable to allow a 12-year-old to babysit in safe
situations.
If there are adults on call in case of an emergency, there's nothing
hazardous about the situation, and the 12-year-old is the responsible
sort, it's not particularly dangerous or irresponsible.
11-year-olds can take the American Red Cross Supersitter course; I
would commend this course to your relative and her niece.
