Allawi Closes Borders as Fallujah Assault Begins (Update4) Nov. 8 (Bloomberg) -- Iraq's interim Prime Minister Ayad Allawi closed Baghdad's international airport and the country's borders with Syria and Jordan, and declared a curfew in rebel- held Fallujah as U.S. and Iraqi forces began a ground assault. Allawi said he gave his authority for Iraqi forces to spearhead an attack on Fallujah along with U.S. troops, and announced six measures to tackle the insurgents. U.S. Staff Sergeant Lee Watts, speaking by telephone from Baghdad, said 36 insurgents have been captured, four of them foreign fighters. The Iraqi interim administration and the U.S. military have pledged to bring Fallujah and other rebel areas under government control ahead of elections planned for January. Allawi yesterday declared a 60-day state of emergency across most of Iraq. ``We are determined to clear Fallujah of terrorists,'' Allawi said at a televised news conference in Baghdad. ``Today I have reached the conviction that the terrorists and armed groups don't want a peaceful settlement.'' Baghdad's airport will be shut down for 48 hours, and the borders with Syria and Jordan will be closed to all vehicles except those carrying food and other necessities, Allawi said, speaking in English and in comments translated from Arabic. He said the curfews, which began at 6 p.m. local time in Fallujah and also nearby Ramadi, both mainly Sunni Muslim cities west of Baghdad, have been imposed to ``spare the residents of Fallujah -- the decent people.'' `Lightning' Attack About 200,000 residents have already fled the city of 300,000 people, Allawi said. He also declared a ban on weapons in Fallujah, a shutdown of non-essential services, and the closure of highways leading to the city for all but emergency vehicles and those authorized by the government. U.S. and Iraqi forces late yesterday took control of a peninsula southwest of the city center, seizing Fallujah's general hospital, and two bridges across the Euphrates River, the U.S. military said. ``Fallujah itself is encircled with checkpoints and with troops,'' said U.S. Marine spokesman Major Francis Piccoli in a satellite phone interview from outside Fallujah. ``I'm convinced that if we enter the city proper, it's going to be fast, it's going to be lightning, we will overwhelm the insurgents.'' Piccoli said the aerial bombardment of ``pre-planned'' targets was still going on. ``Those targets have been bombed continuously; every hour of the day we've had at least one target engaged. We won't stop anytime soon,'' he said. Gas Masks A U.S. helicopter was shot down in Fallujah, al-Jazeera reported. No other details were available. U.S. Marines, who have moved into ``battle positions,'' have been issued gas masks on concerns that insurgents may use nerve gas against them, Cable News Network said, citing its reporters embedded with U.S. forces. The hospital was seized by Iraqi forces, with support from U.S. Marines, at about 10:45 p.m. local time yesterday, Major Kris Meyle said in a telephone interview from Baghdad. ``There were no shots fired and no casualties,'' she said. Allawi said that four ``foreign terrorists'' were captured at the hospital, including two Moroccans, and two other people of unidentified nationalities who speak a ``non-Iraqi'' dialect. He also said insurgents have booby-trapped hospitals, schools and mosques in Fallujah. Casualty Rates Coalition forces will probably meet opposition from about 3,000 insurgents in Fallujah, the U.S. military's Meyle said. Historic casualty rates for urban combat have been about 30 percent since World War II, said retired Colonel Randy Gangle of the Marine Corps Center for Emerging Threats and Opportunities in Quantico, Virginia. Gangle said he expects that number to be far lower in Fallujah, judging from the April assault in which 52 U.S. Marines were killed out of about 3,200 that joined the fight -- a casualty rate of about 2 percent. ``We've learned a lot since Somalia,'' Gangle said, referring to the 1993 United Nations peacekeeping mission that went awry, leaving 18 U.S. soldiers dead after a firefight with gunmen in urban Mogadishu. ``In city fighting it's not light infantry alone that does the work, it's tanks, explosives engineers and infantry combined,'' Gangle said. Twelve people in Fallujah were killed today during U.S. airstrikes on the city, Agence France-Presse reported, citing an unidentified official at a medical clinic. Piccoli of the Marines said that two Marines were killed in action during the taking of the peninsula. He gave no further details. The Associated Press reported two Marines drowned early today when their bulldozer flipped over into the river.

Ted has displayed, and is displaying, traits consistent with obsessive compulsive disorder. His life revolves around Ken and Ken's dealings with the Colorado Bar. How long has it been since Ken first tried to gain admittance with the Colorado Bar? People not directly involved in the case would have let go the matter and continued on with their lives. Ted's posts indicate an inability to do so. His tendency towards stalking is also evident in his driving clear across Melbourne, Australia, to take a picture of an advisory's primary residence and place it on a web site. This fits into the intimidation aspect of the stalker's mind set perfectly. Had Ted been able to stay longer, he may well have found many more opportunities to just "happen to be in the neighborhood." Yes, Ted does want, or at least did want, people to think he's Australian. He once boasted about how natives thought he was native. No native is going to confuse an Australian accent with an American one. Indeed, no tourist is going to confuse the two either. He had to impersonate a native accent to pull off this ruse. The fact that natives were fooled indicates the degree to which Ted studied the accent. The sole reason to do this would be to make one's self seem native. Ted most certainly has issues that he would do well to have address with the aid of a competent mental health professional. Ted has displayed, and is displaying, traits consistent with obsessive compulsive disorder. His life revolves around Ken and Ken's dealings with the Colorado Bar. How long has it been since Ken first tried to gain admittance with the Colorado Bar? People not directly involved in the case would have let go the matter and continued on with their lives. Ted's posts indicate an inability to do so. His tendency towards stalking is also evident in his driving clear across Melbourne, Australia, to take a picture of an advisory's primary residence and place it on a web site. This fits into the intimidation aspect of the stalker's mind set perfectly. Had Ted been able to stay longer, he may well have found many more opportunities to just "happen to be in the neighborhood." Yes, Ted does want, or at least did want, people to think he's Australian. He once boasted about how natives thought he was native. No native is going to confuse an Australian accent with an American one. Indeed, no tourist is going to confuse the two either. He had to impersonate a native accent to pull off this ruse. The fact that natives were fooled indicates the degree to which Ted studied the accent. The sole reason to do this would be to make one's self seem native. Ted most certainly has issues that he would do well to have address with the aid of a competent mental health professional.
