Sure there is. There's BART in the Bay area, and there's also a subway in Los Angeles. Didn't you see _The_Italian_Job_?

Is English your first language? If not, your English also needs work. Or if it is, I'm not sure that there is anything that we can do to help you. -- Theodore A. Kaldis kaldis@worldnet.att.net

I suggest an English class instead.

Certainly. That's why every state has it's own set of laws. Federal law says ALL states must comply with it. State laws only apply within the state. Federal law says possession of marijuana is illegal. Calfiornia says possession for medicinal purposes is ok. Which is an illegal law? Because the federal government says no, california can not say yes. In your example, certain New York laws may apply to the Subway, but those same laws can not be applied in California. The technical term is known as "Jurisdiction". Even a city law unique to New York City, can not be applied to another city in New York. In New York City I need a permit to own a handgun. In Buffalo, that same permit is meaningless. But there is another aspect to the laws. "International Reciprocity Pact" [IRP]. Which mainly applies to vehicles and driver's licenses. If New York says a car only needs one license plate, California can't cite the owner for not having both. I think you should research more on the term "jurisdiction" and you may find your answers there.

I suppose that: Alaska has laws governing commercial fishing. Florida has laws concerning protection of alligators. Louisiana has laws concerning building codes for basements below sea level. Minnesota has laws about snowmobiles on roads. Maine has laws about lobster traps. Australia has laws about protection of the reef. Japan has laws about oyster beds and harvesting pearls. Missouri has laws concerning swimming in the Mississippi River near the dam. Alabama has laws prohibiting billboards on rural highways. Saudi Arabia has laws against alcohol. I'm sure California already has laws in those areas, just like we have subways. But the laws in those other places might be different. Or their laws might be good ideas that can be imported to California. If these ideas are out of tune, tell us, and we'll try again. McGyver
