I'm a hobby - bomb-builder and I like to make black powder,
nitroglycerine and cyclotrimethylenetrinitramine in my basement to
blow up rocks in my garden.
Is that legal or can the rocks sue me ?

Check with your state's attorney general office.
You may need a kind of pyrotechnic license to work with explosives.
Sounds to me like you wouldn't give a #@($ anyway.
What's next to blow up? Government buildings and abortion clinics?
Yes the rocks can sue you.
Cruel and unusual punishment.

My grandfather used to mix home-made explosives, using a recipe in a
government-issued manual as a guide, to blast tree stumps out of his fields.
However I imagine that things have changed a bit since then.
