In my state there is a new law. If you owe backtaxes you will not be able to renew your
registraion, license or business permit until the taxes are paid. You can make
arrangements with them to make a payment plan. At one time I had an arrangement but I
broke it so they will not let me have another one, hence the dilema. But here's where it
really gets good. I just got diagnosed as having Bipolar Disorder - mixed state and all of
my problems have been from this form of mental illness for 13 years. I told the woman this
at the tax division and she said,"It's not my concern" I said,"I have Bipolar Disorder.
ALl I want to do is make another arrangement" She refused and wouldn't even listen as to
why I broke the last one. I told her I had rights as a person with a mental disability and
would seek a lawyer. I am not asking to wipe my debts clean because of my illness. I work,
have my own business. I just wanted to make an arrangement and I feel she is
discrimintating me because of my illness. What are thoughts/experineces anyone on this?

that's discrimination. If the state gives the second arrangement
to no one, that's that's the opposite of discrimination.

true, but the whole theme is I have a mental illness and my financial ruin and behavior
has been because of my recently diagnosed illness. This is a common theme with finances
among BP's. I am not looking for a free ride here. There is a legitimate. medical reason
why I did not hold the arrangement before and it's unfair to me. I did not want this on
myself. It's been 13 years of a rollercoaster ride. I also have a wife & 3.5 year old to
support. I am the only working at the moment.

I understand, and sympathize. I agree that the state should give you
a break. All I can tell you is that discrimination isn't, in this
case, a basis for any complaint. Try the political route. Call your
favorite state legislator.
