Is this Legal? (Apartment/Tenant)

The apartment I live in has had a faulty hot water heater since june, and
it causes stuff to be stained with rust and it runs out of hot water in
about 10mins. The water in this area is known to be problematic. The hot
water heater sucks up so much electricity, that we spend so much on it we
cant use the electric heat they have provided us with. Recently someone was
able to look at it, and he said it would be replaced(he works for the
company), he said he'd be back tuesday. He didnt show up tuesday so the
apartment company was called on wednesday. They said when some of their
office people come back from vacation they will have a meeting on it.
What I want to know is is there some sort of law that says they must change
the heater? It leaves rust and stuff outlining anywhere water sits. In the
kitchen or bathroom, rust is left allover. Even from steam touching the
ceiling and walls, there are now rust streaks. I first told them of this in
June, and it could have been changed by now, but they kept screwing around.
Its gotten as cold as -20F here and we had to use blankets and the TV to
stay warm.

Contact your local housing authority and public health commission offices.
They might even find cracked pipes causing the damage.
My mobile home park here found out they had a severe water problem and the
source was a cracked pipe that had to be repaced.
