Always.
For what purpose do they want that information?
One bank I went to did a credit check on me before I even filled out one
form.
They wanted to know who I worked for.
When they couldn't satisfy me with a proper answer, I walked out and never
went back.

if it's an interest bearing account they need your SSN too for tax purposes.
i'm not certain, but I believe the ID check thing may have been something
that was passed in the myriad of new anti-terrorist laws.

The thing is, I already opened the account, but my license was expired
for a few days. So they said to bring in the new license when I get it.
But I dont want to. Or if I do, I dont want them to photocopy it.

According to this document, banks only need to verify the identity of the
account holder with some type of government issued item which conveys the
required items.
It does not state that banks maintain a copy of such information. Only to
verify it.
It can be compared to using a credit card and the cashier asks to see your
driver's license.

The Patriot Act requirement's state it has to be an unexpired ID.
