We don't need to catch everyone, just make it so costly and risky that
it slows down the illegals. We could probably do that with a
half-million or so, proprly equipped and with the right rules of
engagement. But the real problem is that we're not educ

Is it illegal to dumpster dive? I have read a number of court cases
that say it is legal to do that, because the contents of a dumpster are
'abandoned property' and the previous owner has no rights or privacy or
ownership regarding it.
